Installing arping removes network-manager

Bug Description

Binary package hint: arping

Installing arping causes inetutils-arping to be removed as the two conflict. But as network-manager depends on inetutils-arping this is also removed when you install arping.

Why is it that you can't install arping without having network-manager removed?

I think it's similar to https://bugs.launchpad.net/ubuntu/+source/arping/+bug/119597 which was reported to be fixed though that doesn't seem to be the case.

Using Ubuntu 10.10

Ubuntu 12.10 - apt-get installed arping removed network-manager and netwkork-manager-gnome.
