Binary package hint: arping

the conflict with network manager in necessary?
and if the user is warned to only disable network manager when using arping?

arping doesn't conflict with network manager, but with iputils-arping. network-manager has iputils-arping in Depends.

i can still reproduce this bug on ubuntu 12.04 lts
