Notifications unreadable due to dark on dark text

Bug Description
Upon upgrade to focal notifications are black text on very dark grey background, rendering them unreadable. I've attached a screenshot of how it looks after the upgrade.
Hovering over the notification in the popup makes the text turn the correct light color.
To make it readable, was able to change the CSS at line #1631 in this file:

...to make the notifications background lighter, like so:

This is highly likely fixed in 20.10 since this has a newer version of the theme.
