The implementation does currently only allow a single package to be installed, quoting from https://wiki.ubuntu.com/AptFirefoxFileHandler:

Thanks for your bugreport.

This is possible with the current apturl in hardy now, but it will launch a separate window for each package.

Yes, this bug is indeed fixed (tested on Oneiric).
