Aptitude doesn't respect my order not to upgrade particular packages

Bug Description

Binary package hint: aptitude

I have wine and wine-gecko versions from Karmic as in Lucid versions there is a bug causing Heroes of Might and Magic III to crash:

It worked till today, now aptitude wants to upgrade these packages. When I invoke:
$ sudo aptitude install wine= wine-gecko=
then the first invocation of:
$ sudo aptitude update && sudo aptitude safe-upgrade
ends without a notice about wine update. However, the second attempt asks about it.

It worked correctly before so either sth changed and I haven't noticed it or there is some kind of regression.
