invalid changelog errors

from non-root account:
- $ sudo aptitude update
- $ sudo aptitude dist-upgrade

when the line reads: Do you want to continue? [Y/n/?]
- type: c ubuntu-artwork
   ( or any package which doesnt have a changelog
    available, at time of writing, ubuntu-artwork in dapper
    doesnt)
- Press enter

The line should read: Do you want to continue? [Y/n/?]
- Press enter to continue with the dist-upgrade
- Error reads:
Writing extended state information... Error!
- Aptitude exits
- Console output reads:
E: Couldn't fetch URL http://changelogs.ubuntu.com/changelogs/pool/main/u/usplash/usplash_0.1-35/changelog
E: Couldn't find a changelog for usplash
E: Couldn't lock list directory..are you root?

In hardy, nvidia-glx-new (169.12+2.6.24.12-17.35) has no changelog,
and looking for one results in:

Ign ChangeLog of nvidia-glx-new
E: Couldn't fetch URL
http://changelogs.ubuntu.com/changelogs/pool/restricted/l/linux-restricted-modules-2.6.24/linux-restricted-modules-2.6.24_169.12+2.6.24.12-17.36/changelog
