aptitude doesn't honour `Aptitude::Logging::Levels` in `/etc/apt/apt.conf.d`

Bug Description

Ubuntu 20.04.06 LTS
aptitude 0.8.12-1ubuntu4

When setting the following in `/etc/apt/apt.conf.d/50aptitude`:
Aptitude::Logging::File "/var/log/aptitude.out";
Aptitude::Logging::Levels "trace";

I expect to get detailed information in the file /var/log/aptitude.out.
This isn't happening, there was no output.

Setting both options on the command line, it works.
aptitude --log-file=/var/log/aptitude.out --log-level=trace update gives me a lot of output in said file.

The name of the source package is: aptitude_0.8.12.orig.tar.xz / aptitude_0.8.12-1ubuntu4.debian.tar.xz
