Does not obey APT::Periodic::Download-Upgradeable-Packages

Bug Description

apt-cache policy apticron:
Installed: 1.2.3+nmu1
Candidate: 1.2.3+nmu1

Expected: apticron obeys apt's APT::Periodic::Download-Upgradeable-Packages behaviour and does not automatically download package updates.

Happened: apticron always downloads package updates.

Apticron has hardcoded logic to perform automatic downloads of upgradeable packages. This causes undesirable behaviour on systems where the administrator prefers apt not to download updates automatically for reasons of conserving network bandwidth, using metered networks etc.

It would be appreciated if apticron obeyed apt's APT::Periodic::Download-Upgradeable-Packages directive, and/or included its own configuration directive to control this behaviour.
