I can start software center normally, but I still have this bug just after boot.

It seems that it happen just after an aptd crash...

i use to have problem with software centre and update manager. crashing and getting bug report symbol all the time.
i installed rsyslog and ubuntu-minimal and the problems have been solved.
do you have these packages installed.

Installing these packages fixes the problem.
Aptd should maybe depend on rsyslog?

Aptdaemon only uses syslog logging facility i available. Should be already fixed in karmic.

I can confirm this bug. In fact when I started UbuntuSoftwareCentre in Maverick Beta1 i386 I had the same problem.
