apt-get gives numerous "104 connection reset by peer" errors when downloading from behind a proxy

Bug Description

Binary package hint: apt

When behind a transparent proxy, apt-get on both ubuntu 6.06 and 6.10 often fail to download certain files with a "104 connection reset by peer" message. It make take three or four tries to download all files for a successful install/upgrade. also, index files and gpg keys often fail to download with the same message.

Can you please run with:
$ sudo apt-get update -o Debug::Acquire::http=true 2> /tmp/http.log

and attach the log to this bugreport?

It now appears in fiesty as well.

Here is the log. There was one "104" message" and a couple of files that gzip could not decode.
