apt-key list may fail as a normal user

Bug Description

Binary package hint: apt

On recent installs gnupg created the /etc/apt/trustdb.gpg file with mode 0600.
This will lead "apt-key list" as a normal user to fail.

Note that this is the trust*DB*.gpg file (that we actually don't use or need but gpg insists of having it). Note the keyring file (that is trusted.gpg).
