Swedish locale does not work in lucid apt

Bug Description
Binary package hint: apt
this is similar to #307798 but definitely not the same thing. In this case, 'J' the localized yes for Swedish is not taken as an affirmative. However, 'y' does work. Most everything else appears to be localized.
For Example:
Vill du fortsätta [J/n]? J
Avbryter.
I assume this is an apt bug and not a localization bug, but I'm not going to be heartbroken if someone moves it...

just wanted to note that this is still a problem. I'm not going to have time to look at the code, because mostly, I'm not a dev, but if things settle down I'll try to take a look. It seems like it'd be a pretty simple thing to fix, but I don't really know.
