Bug Description
Binary package hint: apt
apt-get -s should not lock /var/lib/dpkg/lock, so that it can be run without root permission.

On Lucid, apt-get -s runs as user with no locking:
$ apt-get -s update ppa.launchpad. net lucid Release.gpg security. ubuntu. com lucid-security Release.gpg
NOTE: This is only a simulation!
apt-get needs root privileges for real execution.
Keep also in mind that locking is deactivated,
so don't depend on the relevance to the real current situation!
