libapt progress reporting on remove/purge needs improvment

Bug Description

The current progress reporting on purge/remove write the status after the action had happend. This results in bad looking guis.

Attached is a log from purging language-pack-bn-base as a example for such a action. Note that no feedback is send to the parent application over the status-fd until "generating locales..." has finished (and that can take a long time).

If this bug is to be fixed, a large amount of work on dpkg is required. This would need a spec to be written.
