don't report package install failures for declined license

Binary package hint: apport

I've seen an apport submitted package bug, bug 365328, where the reporter did not accept the license of the package. I think that if 'user did not accept the XYZ license' appears in the error the bug should not be reported at all.

Thank you for summiting this item to help make Ubuntu better, but I think that this is more of a question then a bug. IMHO

Unfortunately there is no standard way for a package to "fail" in such a defined manner.

Such a standard way could be defined and then be used by sun-java5 and apt, and apt would then not generate an apport report.
