networkless apt-get update removes gpg files

Bug Description

Binary package hint: apt

A apt-get update on a networkless system removes gpg files. This leads to the "package can not get authenticated" warnings.

Steps to reproduce:
1. run apt-get update
2. run ls /var/lib/apt/lists/*gpg
3. verify that there is output
4. unplug the network
5. run apt-get update
6. run ls /var/lib/apt/lists/*gpg
7. verify that there is no output

Install the fix in hardy-proposed, run tests 1-7 again and verify that in (7) there is output this time.
