an error un apt upgrade all the packages

when i use sudo aot upgrade i think that i upgrade all the packages but when i check manually thera are packages that are not upgrade and i have to do myself.:(

FYI: There are some upgrades which require you to use other options (refer `man apt` & read full-upgrade), though holds & other user initiated action can prevent upgrades too. It may also be related to phased updates (see https:/ /discourse. ubuntu. com/t/about- apt-upgrade- and-phased- updates/ 33649), thus support may be better suit you.
