unable to upgrade linux-image in 21.04 daily build using sudo apt dist-upgrade

Bug Description

I am using ubuntu mate 21.04 daily build.I tried updating with sudo apt update && sudo apt upgrade -y && sudo apt dist-upgrade -y && sudo apt autoremove -y

I saw version update of linux image from 5.8.0-25-generic
to
1.linux-image-generic/hirsute-proposed 5.8.0.30.32+21.04.34 amd64 [upgradable from: 5.8.0.25.30]
2.linux-image-generic/hirsute,now 5.8.0.25.30 amd64 [installed,upgradable to: 5.8.0.30.32+21.04.34]
Even after rebooting several time update doesn't install

Please don't use proposed if you don't know what you're getting yourselves into. Especially on a development release.

And yes, the answer is most likely that linux-image-5.8.0-30-generic was not built when you tried, hence it could not upgrade the meta package.
