add-apt-repository fails working with keys

Bug Description
I tried on Ubuntu 18.04 "sudo add-apt-repository ppa:mozillateam
Error: retrieving gpg key timed out.
I suspect: PGP/GPG-Keyserver interface was changed recently. add-apt-repository doesn't work any more.
