Grub failed first, but with the same exit code 10:
dpkg: error processing package grub-pc (--configure):
 subprocess installed post-installation script returned error exit status 10

I would ask you to first try it again like this:

sudo apt update
sudo apt -f install

If that still fails, we can investigate debugging options.

Time to add some debugging options. As root, edit the file /var/lib/dpkg/info/grub-pc.postinst and add this just below the existing "set -e" line:

set -x

The top of the file should look like this:
#!/bin/bash
set -e
set -x

merge_debconf_into_conf()
(...remaining bits of the file ...)

Then save it, and run:

sudo dpkg-reconfigure grub-pc

It might make some prompts. I suggest to accept defaults, but please take a close look at what it is suggesting.

At some point in this run, I expect it to exit with the same status code of "10" that this bug is about. I hope that by then your screen will have a lot of debugging information and that you can attach it to this bug so we can figure out what is going on.

Ok, try this one then. It will undo your change to the postinst file, but it might show other information:

sudo apt install --reinstall grub-pc

I think that means it couldn't find the exact same package to reinstall.

I'm sorry but the dpkg -l command I gave you truncated its output, so I don't know the full version of your grub-pc package. It only showed up to "2.02~beta2-3".

Please do this instead:

apt-cache policy grub-pc

Sound really bad.
Almost as if all of the DB would be gone?

This installation seems severely broken.
I'd not immediately recommend to install all of them.
Lets start slowly - reinstall "one" and see if they are removed from the list.
Lets pick one you surely have and don't want to uninstall like "bash".
If you do:
$ sudo apt install --reinstall bash
Does after that bash remove from the output of dpkg --audit ?

Furthermore there is a debconf warning (unrelated), but I found this bug 1669270 and quote from there:
"An error code of '10' from debconf generically means that wrong arguments have been passed.
Please show the output of 'debconf-show ucf'"

It might be needed to regenerate the ucf and the package database, but I'm not sure how :-/
But we should at least check for uvf and apt status to then go crazy about it if it looks as bad as dpkg --verify:
$ sudo debconf-show ucf
$ sudo apt-get check
