Wrong download progress is shown

Bug Description

I'm using Ubuntu 16.04 dev with apt 1.2.3 and as the output of this report ( https://bugs.launchpad.net/ubuntu/+source/apt/+bug/1547983 ) shows the number for the total download progress differs from the download progress of the current package in both commands ("apt-get install" and "apt-get download") while only 1 package is being downloaded and the download progress should be equal for both numbers.

This is to be expected, as those are two different downloads. This bug is thus effectively a duplicate of the other one.

Well, actually it's an invalid bug report. We will not reuse partially downloaded files from the cache for a download command.

These are 2 single commands so it has nothing to do with it.

This issue also appears if the cache is empty.
