Bug Description
I'm using Ubuntu 16.04 dev with apt 1.1.4 and on executing "apt-get update" I'm seeing several times errors like "Err:10 http://
Could not execute 'apt-key' to verify signature (is gnupg installed?)" which results that these lists are not available. Downgrading to apt 1.0.10.2ubuntu1 from Ubuntu 15.10 solves this issue.

It turned out that the user had manually set up /tmp which caused it to have the wrong permissions. I have not manually set up /tmp but on looking at it it has the permissions 0755 for root:root. Setting the permissions to 0777 does solve this issue. Since this installation is a bit old maybe it was just a migration issue. Maybe on installing apt a script should check if the permissions of /tmp are correct?
