Repeated rebuilding of linux initrd

Bug Description

I have no idea why apt does this, but it does this frequently when installing many packages:

Processing triggers for initramfs-tools (0.103ubuntu15) ...
update-initramfs: Generating /boot/initrd.img-3.19.0-30-generic

The above is from a dist-upgrade during a do-release-upgrade to 15.04 from 14.10.3. It's the 8th or 12th time apt has run an update-initramfs in a single run.

Can't this defer to the end of the process? It takes a long time, long enough for dozens of additional packages to install.

apport-collect 1505805

and then change the status of the bug to 'Confirmed'.
