terminal-handling regression leads to ugly build logs

Bug Description

Since some time in vivid, apt's terminal handling changed to where (I assume) it's now passing a controlling terminal to dpkg which, in turn, means dpkg prints progress info when it didn't used to. This leads to log explosion with:

(Reading database ...
(Reading database ... 5%
(Reading database ... 10%
(Reading database ... 15%
(Reading database ... 20%
(Reading database ... 25%
(Reading database ... 30%
[...]
