unable to make any update from sudan unless we use VPN connection

Bug Description

for an year or more ; we can't update Ubuntu from Sudan , when we try (sudo apt-get update ) gives this error massege ::
E: GPG error: http://extras.ubuntu.com trusty InRelease: Clearsigned file isn't valid, got 'NODATA' (does the network require authentication?)

this issue affect on many many users .
How can we fix this ?

Yup!

Its the same error text , tried to download through other servers but the same issue is at hand.

I revert back to 12.04 LTS and the updates are fine! , what are your thoughts...

Your ISP is using a broken transparent proxy (internet filter) that is returning "200 OK" where it should be returning "404 Not Found". The correct response should be:

You will need to raise a complaint with your ISP to get this fixed (or use a VPN outside of Sudan).

I think it's all about Zain internet , I'm using MTN connect and it is fine ,
but why Zain is good on 12.04 ............. I couldn't understand !!!!!!!!!

Perhaps you do not have the extras repository enabled in 12.04?

Gents.

Am I able to set up a VPN through TOR? or do I have to look a VPN package available online.

@mhd whats the VPN you used to bypass this issue earlier before moving onto MTN?

I wouldnt want to change my current ISP (Zain) as I am pleased with its speed for this part of the world.

For the moment I have appled the TOR proxy (Socks) system wide and its fine when browsing and like. However it doenst by pass the transparent proxy mentioned by @chris.
