apt-get install crashes on zero length package name

Bug Description

$ sudo apt-get install ""
Reading package lists... Done
Building dependency tree
Reading state information... Done
terminate called after throwing an instance of 'std::out_of_range'
  what(): basic_string::compare

Giving "" (zero length string) as the package name seems to be what causes the problem.
