apt-get has localized output, but requires english response to ja/nein prompt

Fun fact:

$ export LANG=de_DE.UTF-8
$ export LC_ALL=de_DE.UTF-8
$ sudo apt-get install apache2 libapache2-mod-perl2
...
Möchten Sie fortfahren [J/n]? j
Abbruch.

You have to type Y to proceed!

If it's going to prompt for a particular keystroke, it really ought to accept that keystroke.

I was unable to recreate this is a raring or saucy chroot.
