Looks like a mistake in the new handling of extra "services". The partner repository is enabled by default.

apt-setup (1:0.49ubuntu4) natty; urgency=low
* Disable partner by default again (accidentally enabled in partner= true
1:0.48ubuntu1), and make sure that preseeding apt-setup/
enables it (LP: #744982).
