installer hangs when configuring apt

Bug Description

6.06 i386 install cd

The installer seem to assume network connectivity as it hangs at the end of the installation, trying to configure apt. I am behind a proxy. There is no way to tell that to the installer.

same with installation of 5.10. workaround is to unplug the network cable when installing.
