Bug Description

apt-proxy, as currently in dapper (Version: 1.9.32ubuntu2), depends on python-twisted. However, python-twisted has been separated into a number of packages, one of which is python-twisted-web. apt-proxy will issue an error about the missing module "web" (and then fail) until python-twisted-web is installed.
