Bug Description
Binary package hint: apt-listchanges
In the past, when I ran UM, apt-listchanges would POPUP in front.
Recently it started to stay in background, making me wait for it, until I finally notice its already there.
I dont recall seeing it blink either on the app bar trying to get my attention.
I'm using Compiz.
I think this may be related to recent changes on bug 333284
