apt-listchanges doesn't work on Ubuntu 19.04

Bug Description

I've got apt-listchanges installed with the following config:

$ cat /etc/apt/listchanges.conf
[apt]
frontend=pager
which=news
email_address=root
email_format=text
confirm=1
headers=false
reverse=false
save_seen=/var/lib/apt/listchanges.db

But running `sudo apt-get upgrade` doesn't show any changelogs, the prompt contains the standard message:

83 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
Need to get 296 MB of archives.
After this operation, 4.403 kB of additional disk space will be used.
Do you want to continue? [Y/n]
Get:1 http://by.archive.ubuntu.com/ubuntu disco-updates/universe amd64 systemd-journal-remote amd64 240-6ubuntu5.1 [60,2 kB]

Maybe try changing `which=news` to `which=both` in the configuration file?

I'm running 18.04 LTS and I also have following additional line in /etc/apt/listchanges.conf:

  no_network=false

I also use frontend=text but that's just a personal preference.
