This is a bug in apt-listbugs. Please remove it in order to perform the upgrade.

I renamed apt-listbugs in /sbin/ but this didn't work. Partial upgrade fails noting possible transient issues and/or problems with running the pre-release version (I'm running an odd # kernal release: 2.6.24-21). Full upgrade fails similarly.

Jim, when Michael says to remove apt-listbugs he means uninstall it, not just moving the binary. Could you please rename it to its original name then run the following command in a terminal and tell is it helps:
sudo apt-get remove --purge apt-listbugs
