apt looks for Debian bugs rather than LP bugs

Bug Description

Binary package hint: apt

Before to install a package, apt looks for Debian bugs rather than LP bugs.

It would be great to change this behavior.

Example:

Reading package fields... Done
Reading package status... Done
Retrieving bug reports... Done
Parsing Found/Fixed information... Done
grave bugs of apt (0.7.9ubuntu15 -> 0.7.9ubuntu16) <pending>
 #474947 - MMap, again; and won't be denied this time
Summary:
 apt(1 bug)
Are you sure you want to install/upgrade the above packages? [Y/n/?/...]

This bug is actually about the functionality of apt-listbugs which lists critical bug reports from the Debian bug tracking system. Additionally it is a duplicate of bug 42673 and I'm marking it as such.
