Workaround: create another sources.list file with http:// sources and have apt-file use it:

 $ apt-file --sources-list /etc/apt/sources.list.http update

Btw, I stumbled across the mirror:// functionality only by accident on askubuntu.com - but could not find it documented. Any pointers?

apt-file 3.0 uses apt to fetch the contents files rather than getting them itself, so this should be solved™

This bug was fixed in the package apt-file - 3.1.4

---------------
apt-file (3.1.4) unstable; urgency=medium

  * Fix typo in 60disable-contents-fetching.conf. Thanks to
    Felix Geyer for spotting it. (Closes: #843453)
  * apt-file: Fix two spelling mistakes in the --help output.
    Thanks to "axhn" on IRC and Guillem Jover for spotting
    them.
