Bug Description
apt-cacher-ng 0.8.8-1 in Xenial added support for AppStream source (DEP-11). This would be needed in older releases as well since apt-cacher-ng may run on an older release. Trying to update a Xenial machine that talks to an older version otherwise results in 403 errors for all dep-11 parts.

This has already been reported, fixed and requested to be backported. Unfortunately, the latter are not very visible or being paid much attention to.
