acng advertizes itself even when shut down

Bug Description
acng is still advertised over avahi after shutting it down manually.
$ service apt-cacher-ng status
* apt-cacher-ng is not running
$ avahi-browse --all|grep eth.*1001
+ eth3 IPv6 apt-cacher-ng proxy on 1001P _apt_proxy._tcp local
+ eth3 IPv4 apt-cacher-ng proxy on 1001P _apt_proxy._tcp local
+ eth3 IPv6 1001P [00:1f:16:2c:c7:26] Workstation local
+ eth3 IPv4 1001P [00:1f:16:2c:c7:26] Workstation local
I am on trusty which has version 0.7.26-1. I was able to verify this for Raspbian Wheezy as well (version 0.7.11-2).
If we want the advertisement to go away then the script would need to modify the .service file. Unless it's smart enough to check that the application is running?
