man page for apt does not include all commands

Bug Description

For example, 'apt policy' is useful. Yet, when I execute a "man apt" command, I do not see the "policy" command described.

I am sure that there are other ways to find this information, but if a tool has commands, seeing a complete list in the man page seems to be a reasonable desire.
