I ran into this too. I think this is because there is no longer a /sbin/btrfs. In /usr/lib/ python3/ dist-packages/ apt_btrfs_ snapshot. py :
if not os.path. exists( "/sbin/ btrfs") :
return False
Ubuntu 16.04 apparently places btrfs in /bin.
