Apport is not sending bug reports automatically

Bug Description

Since upgrading from 10.04 to 12.04, apport does not seem to be sending bug reports correctly, when it runs automatically after a program has crasahed. When a program crashes and I'm prompted to submit a bug report, it collects data, but then it goes away. It does not open a web browser and let me submit the report like usual. I *can* use ubuntu-bug and ubuntu-bug -w and it will work properly (such as in this post). Also, I can go to System Settings ->Privacy -> Diagnostics, and the check box for "Send error reports to Canonical" does not appear to remain checked when I set it and then close and re-open Privacy settings. I can't tell if it just a visual glitch, or if I'm unable to set it. I believe I re-installed apport and it made no difference. Please advise me on what further information need.
