Reschedule crash report if Malone upload fails

Apport had just detected an application crash dump and was in the process of uploading the crash file to malone when I encountered a urlopen error.

I think this is an apport bug. If Launchpad is down or rejecting connections for some reason (maintenance comes to mind), apport should try to upload the file again later. What do you think Martin?

I should add a field to the crash dumps to bring them up again a day later, when Malone likely works again.

It also happened to me when my internet connection failed when I was reporting... the error should be better than urlopen can't handle it :-)

You can hit this, or a version, when starting a spontaneous bug report through eg 'ubuntu-bug linux': after answering a series of questions if the upload fails, your answers are thrown away and you have to start again.
