Bug Description
In bug 963142 we see a kerneloops report without the accompaning linux source pakcage data. This is also true of the most recent precise kerneloops bug reports about linux. I've recreated this bug by buiding a kernel driver that causes an oops and also see that the linux source package hook is not getting run.
I've attached the kerneloops report that exists in my /var/crash directory, when you run apport-collect with this file the source package data will not be gathered either.

The vast majority of those bugs are incomplete because they are missing log files or tagged apport-collected - which wouldn't have happened if all the data was there.
