Apport should only use the blacklist to consider whether or not to send a report to Launchpad.

Bug Description

Apport uses /etc/apport/blacklist.d to determine whether or not it should create a crash file for the program that just died. Currently, this blacklist contains Firefox and Thunderbird.

This is now insufficient for two reasons:
- It offers not explanation for why the application window just disappeared.
- We actually want to collect these crashes in the crash database, regardless of whether or not they can be retraced.

I propose we check this blacklist only before attempting to send crashes to Launchpad, after we've potentially marked it to be sent to the crash database.
