Bug Description

Whatever may be the package I want to report a bug for, the same error happens. I still have this bug after having reinstalled my Ubuntu so it's a real bug.
I attached a video which shows the bug.

Anyone out there have any ideas? I am having numerous problems with 12.10 and being unable to report the bugs might give the mistaken impression that they don't exist. It seems like bug reporting might be a priority.
