Exactly same issue here: Kubuntu 11.04 x64 , 2.6.38-8-generic. Рroblem began to appear after upgrade Kubuntu 10.10 -> 11.04.

Infected, too:
x86_64 with kernel 2..6.38-8-generic, started after using proprietary drivers on an ATI Technologies Inc Mobility Radeon HD 3650 (without suspend/resume failed).

I solved the problem by editing /etc/default/apport.
In the line "enabled=0" I just turned "0" to "1" and got rid of the message.
