Bug Description
Binary package hint: apport
ubuntu-bug, apport-bug, and apport-cli all segfault when run as a normal user. "sudo ubuntu-bug" works fine.
This is possibly related to Bug #458928, but I don't have any apt source files that I don't have permission to read.

Not sure if I can get a Python trace, because it's a segfault, but here's a GDB trace.

I'm seeing this on current 13.10 no matter if I run it as root or not. And it also happenes on a live cd.
Thanks for reportings this. When it crashes you should get a python backtrace like in the other bug. Please add this to the report or we won't be able to identify what goes wrong. Thanks.
