Binary package hint: apport

When a user starts ubuntu-bug and selects "Other Problem", report-bug exits if the package name/PID was not given on the command line.

It would be better if it asked for the details in a dialog box instead.

Confirmed with apport 1.14.1-0ubuntu8. It gives a dialog telling the PID/package name is missing and exists.
