"apport-bug bzr" should file upstream bug (not against Ubuntu)

Binary package hint: apport
When Apport gets invoked via "apport-bug bzr", it should report against bzr, not ubuntu/+source/bzr.
The latter would still get done for "ubuntu-bug bzr" though; this should file the bug with Ubuntu in the first instance.
