Apport - apport-collect attaches each file to a new comment

Bug Description

When using a apport-collect to provide an existing bug with additional information, any files attached to the bug are each attached to a new comment. When there are many apport hooks for the bug's package this can lead to a overly long and confusing bug report. Contrast this with the behaviour of apport when filing a new bug, which attaches all files to a single comment (the first one).

Please make apport-collect attach files to a single comment!

Additionally, as a feature request, having apport-collect prompt for some 'cover' text from the user to explain the context or reasons that the files are being attached, which could be added to the comment with the files attached. This would help bug reports to remain shorter and more easily readable.

This cause a lot of e-mail noise. Launchpad sends one e-mail per attachment, it is not uncommon for me to get over 20 mails from a bug where apport-collect has attached files.
