[Lucid] apport-collect manpage should mention that you need to be the reporter / be subscribed to a non-duplicate bug to use it

Right now the manpage says:
UPDATING EXISTING REPORTS
existing problem report. This is NOT useful if the report was not originally filed through
Apport, or by someone else, and the developers ask you for attaching information from
your system as well couse u need to use 2 different commands and if ur not suscribet u cant ANYMORE thx to This bug report add info witch would help triage bug.
but running apport-collect on a bug you aren't subscibed to tells you:
You are not the reporter or subscriber of this problem report, or the report is a duplicate or already closed.
Please create a new report using "apport-bug".
This should be mentioned on the manpage.
